ACTION ITEMS
• Minutes:
The board unanimously approved the meeting minutes from the September 17, 2020 board meeting.
• 2020-2025 Charter Contract with RPS:
The final reading of the proposed charter contract between Phoenix Charter School and Roseburg Public Schools was presented to the board. The charter contract has been approved by both agencies' legal counsel and leadership teams. The board unanimously voted to accept the charter contract as presented.
• Recommendation to the Corporation Board to Accept the 2020-2025 Charter Contract:
The board unanimously approved to forward their recommendation to adopt the 2020-25 Charter School Contract with Roseburg Public schools to the Phoenix Corporation Board.
• 2020-21 Charter & Corporation Service Agreement:
The Charter and Corporation Service Agreement was presented to the board. The agreement includes the building rent and related administrative services that the charter will be responsible for in the 2020-21 year. Board Member Laurie Newton recommended that we accept the agreement as presented and reexamine our insurance rates prior to next year. The board unanimously voted to adopt the 2020-21 charter and corporation service agreement as presented.
REPORTS
• Principal's Report:
o Enrollment: Principal Brandy Osborn reported that our current enrollment is 194 students.
o 2020-21 School Year Operations: Brandy reported that the biggest challenge we are seeing right now in Comprehensive Distance Learning is device and internet access with some families as we are currently waiting on a shipment of computers that has been backordered.
Brandy reported that we are continuing with our hybrid on-site preparation and plan and we will be ready to implement that learning model when deemed safe by ODE, OHA, RPS and the Phoenix Charter School Board.

• Minutes:
The board unanimously approved the meeting minutes from the June 24, 2020 board meeting.
• 2020-21 Budget:
The 2020-21 budget has been revised in the areas of ADM and the reduction of the SIA Grant to 31% of original projection due to changes by ODE. The board unanimously approved the
REPORTS
• Principal's Report:
o Enrollment: Principal Brandy Osborn reported that our current enrollment is 187 students. We are seeking more 8th grade students at this time, the Early Warning System meetings to identify 8th grade students who would benefit from a placement at Phoenix did not occur this spring due to COVID-19.
o Graduation: Brandy reported that Phoenix Charter School had 46 students graduate in the 2019-20 school year. We plan to include our2020 graduates in the June 2021 graduation ceremony.
o 2020-21 School Year Operations Plan: Brandy reported that students and teachers are connecting daily through our Comprehensive Distance Learning model in Canvas and Teams. Further staff training in Canvas will occur throughout the trimester and we plan to start trimester two in a SE Instructional Model (Engage, Explore, Explain, Elaborate, & Evaluate).
• District Report:
RPS Director of Student Services Rick Burton reported that the RPS Superintendent & RPS Board are currently planning on starting in-person instruction for K-3rd grade in October, followed by 4th-5th grades, and then 6th-12th grades in November as long as state COVID-19 metrics are being met. Meals are being served through bus routes for district students thanks to RPS Food Services Director Kyle Micken's coordination and leadership.

• Minutes:
The board unanimously approved the meeting minutes from the May 21, 2020 board meeting.
REPORTS
• Principal's Report:
o Enrollment: Principal Brandy Osborn reported that we ended the school year with 181 students enrolled and that we were able to maintain connections with 93% of those students in our Distance Learning for All online platform.
o Graduation: Brandy reported that Phoenix Charter School had 42 students graduate this school year and 7 students that plan to finish their diploma this summer.
o 2020-21 School Year Operations Plan: Brandy reported that operations planning is underway using guidance provided by ODE and we are working with Roseburg Public Schools Leadership as we develop our school year plan. Brandy added that transportation will be a major factor to consider as we plan our approach to hybrid onsite learning options.
Additionally, Brandy let the board know that we selected Canvas as our learning management system for next year which will help our teachers to deliver content rich classes virtually.
• Charter Sponsorship Renewal:
Executive Director Thomas McGregor shared that the RPS Board of Directors voted 4-1 to renew Phoenix's Charter Sponsorship with the district and will begin negotiations on the new contract as soon as possible.
• 2019-20 Charter Budget End Balance:
Executive Director Thomas McGregor reported that he and Business Manager Shawna Gibson are calculating our budget ending figures and we will close that fiscal year with a positive balance. Thomas noted that he is pleased given the challenges of the pandemic.
